Tapahtumien kuvaus: A man named Seppo Olavi Kapanen was acting violently in his home on Voudintie, and the police went there to calm him down. The first police unit to arrive was from the Paltamo Sheriff’s District. When the officers noticed that Kapanen had barricaded himself into his home and was handling a firearm, they called for backup. Constables Eero Lukkari and Jukka Turpeinen soon arrived. The policemen managed to open the door to the flat and stepped inside. Upon seeing them, Kapanen started shooting at them. Turpeinen, who had gone in first, managed to evade the bullet, but Lukkari, who was behind him, was hit. Lukkari fled back into the staircase and was taken to Kajaani Central Hospital, where he was pronounced dead. At 3:20 am, the police entered the flat again and found that Kapanen had shot himself.
