From tough police tactics to the power of speech

In a democratic society, police powers and the use of force are based on the law. Otherwise, the result is a spiral of violence and chaos. Today, the police must act professionally and with the judicious use of force. The fundamental rights of citizens, laws and police principles always emphasise the use of the least severe means, even in demanding situations.

In the early days of Finland’s independence, the police’s equipment served as a deterrent for citizens. Nowadays, the police’s use of force is classified as a police tool and is not intended to intimidate citizens, but to ensure the safety of the police officers on duty. In addition, the use of force builds public confidence in the preparedness and professionalism of the police.

For decades, the most effective tool of the Finnish police has been the officer’s voice. The main guideline is to “use advice, requests and commands”.
